Is It Easy To Remove A Carpet Temporarily To Replace The Carpet Pad And/or Do Other Work Under It?
Are there any implications, such as that taking the staples out and putting more staples in afterward could cause damage to the carpet from too many staple holes, or any other such implications?

Yes this is possible to do exactly what your doing . But there s a few things to think about. Care must be taken to remove the old staples where it may be turned and tacked . If its seamed to another carpet where you are not redoing the pad, it must be cut at the seam carefully and the old tape removed w/ care.
Re stretching it , if it is an older carpet , it can rip since older carpets dry out and are subject to rip when re stretched. A good installer will warn you about this and may even refuse to take the chance or liability.

You’d have to have a professional out to reinstall the carpet and because it’s already cut to size there might be areas where the fit wouldn’t be as good as it was.
