There's a little more to the runner, tho. I'd staple that in place using a heavy-duty stapler. Otherwise it will slip and slide all over the place and come away from the stairs. (Trip hazard.) I would staple the runner not only to the tops of the steps, but also to the risers of the steps to keep it snug against the steps. With the area rugs, simply put them on the floor.
