Serious Suggestions For What To Do With A Cat That Has Begun Peeing On Rugs?

My cat has begun peeing on the kitchen and bathroom rugs. I know that even after washing them that they still contain a trace of the smell and that the cat will continue peeing on them probably now. They are the type of rugs that have the rubber backing. Does anyone know if I get new rugs that don’t have the rubber backing if the cat will urinate on them also? I know cats tend to like the rugs with the rubber backing. Any serious suggestions on this type of thing will be welcome!
